Marc Cuffaro
Founder/ CEO

Marc Cuffaro has over thirty years’ experience in business development and sales, having held key roles at AOL, Nextel, Computer Sciences Corporation, and MagneGas. Marc excels at building robust relationships, raising industry standards, and ensuring client satisfaction. Marc came out of retirement to found OPTACorp after witnessing the struggles faced by some of his friends upon transitioning from the Special Forces into the corporate workforce.

Today, Marc combines his business acumen with his passion for helping transitioning service members and veterans. Applying his business development skills and tapping into his vast network, Marc strives to create winning solutions for business leaders and veterans alike through targeted education, advisory, and placement programs.


Board Members

David Kalinske

Lieutenant Colonel David Kalinske, USMC, Retired, is an entrepreneurial executive leader, Harvard alumnus, former Aide to two U.S. Presidents – President George W. Bush and President Barack Obama, TOPGUN graduate, and former Marine Corps fighter squadron Commanding Officer (CEO).

After serving as a forward-deployed commanding officer, Mr. Kalinske was selected via scholarship into the Harvard University, Kennedy School of Government, National Security Fellow program, with a focus in the study of cybersecurity policy.

Following retirement from active duty, Mr. Kalinske served as a research engineering leader at Lockheed Martin Aeronautics supporting the Advanced Development Programs, also known as The Skunk Works. In addition, Mr. Kalinske founded Global Hybrid Company, an airborne logistics provider utilizing the revolutionary Hybrid Airship. He currently serves with Flex (flex.com) as the Vice President, Strategic Business Planning, with oversight of the Flex | Nike enterprise international growth strategy and execution.

Earlier in his career, he served as a graduate-level instructor fighter pilot for the top 1% of America’s military aviators. He is a combat-tested leader who led the first missions of Operation Iraqi Freedom as a carrier air wing mission commander in 2003. He has extensive worldwide operational experience and is the recipient of the Defense Superior Service Medal for superior meritorious service in a position of significant national responsibility as Aide to the President of the United States.

Bill McKinlay

A former Marine Corps officer, Mr. McKinlay is a versatile executive with corporate, start-up, and Big 4 management consulting experience who has consistently developed and managed innovative business architectures, ventures and solutions in the business execution, customer experience, human capital management and service operations spaces. He brings to OPTACorp an extensive background in large scale, multi-location/global operations and service capability optimization. Mr. McKinlay’s executive advisory and consulting experience is diverse and international at over 100 companies from Fortune 500 to World Bank to new venture launch environments in the telecom and high tech, utilities, software, pharma/biotech, consumer products, retail, oil and gas, industrial products, automotive, heavy manufacturing, and the financial services (P&C, health insurance, mortgage and banking) sectors. His hands-on leadership and management experience is deep in line and staff management of general operations, multi-site operations, customer service, field service, call center operations, and human capital management.

Mr. McKinlay is a graduate of Choate Rosemary Hall, holds a BA in Politics and History from Lake Forest College, an MBA from Rutgers University Graduate School of Management, and has completed graduate level studies in International Management at Cambridge University, England.

Luisa Ingargiola

Luisa Ingargiola has spent over 20 years in corporate management and finance.  She was the Chief Financial Officer for MagneGas Corporation, a public company that she brought to NASDAQ.  She has also been the C.F.O. or Audit Chair of several other public companies.  During her career, she has raised over $100 million in capital and has assisted many companies to navigate their complex public company regulatory and capital market strategies.  During her tenure at MagneGas she replaced over 80% of the manufacturing personnel with veteran employees and became passionate about assisting veterans in their career aspirations.

Kent Paro

Captain Kent Paro, US Navy, Retired, is an executive leader with more than 31 years of leadership in the Navy SEAL community; service as Aide-de-Camp for the Commander of US Special Operations Command; the single Assignment officer for all SEAL officers (Chief, HR); the Operations Officer (COO) for an overseas Unit responsible for SEAL operations in the Pacific and a Group responsible for all east-coast SEAL Team operations; and former Commanding Officer (CEO) of a SEAL Team, a Special Boat Team, and an overseas Unit.

Hand-picked for most assignments, his last active duty assignment was as the Lead Assessment Director at US Special Operations Command where he led a team of ~300 people around the world to develop recommendations for the Commanding General (CEO) and his Board of Directors (more than 10 two and three-star General and Flag officers) on how to spend the >$42B in a five-year period that began two-years in the future in order to get the best mix of special operations capability that our nation could afford.

He served as a staff officer on the Joint Staff during 9/11 and had multiple deployments in support of combat operations in Kuwait (DESERT SHIELD/STORM), Bosnia (JOINT FORGE/GUARDIAN), Afghanistan (ENDURING FREEDOM), Iraq (IRAQI FREEDOM), and numerous lesser-known operations.  He is a combat-proven leader with a strong reputation for perceptive and empathetic leadership.

Following retirement from active duty, Mr. Paro was selected as the Grow Financial Federal Credit Union Vice President, Enterprise Risk Management, with responsibility to oversee the development and implementation of Risk Strategy, governance, management, and quantification, while understanding and highlighting interdependencies of all.

Mr. Paro is a 1986 graduate of the United States Naval Academy with a Bachelor of Science degree in Engineering and received a Master of Arts from the Naval Postgraduate School in Monterey, California, in National Security Affairs: Special Operations/Low-Intensity Conflict.
